Uninterested Band Members

Hi Guys! Obviously, I am in a band that plays melodic pop punk band from Manchester. I play the guitars. I just want to ask, I stand as the leader of the group, what should I do if someone (2 of them) of the group seems uninterested in the band? Late practice, mediocre performance and is always complaining. I dont want him to be mad at me. But the 2 are jeopardizing the group.
